PART I Travel Agency Onboarding Framework

1. Strategic Purpose

The Wise Eagles LLC operates a structured, execution-driven framework for integrating selected travel agencies into its U.S. premium and luxury travel distribution ecosystem.
The framework is designed to ensure long-term operational consistency rather than short-term transactional cooperation. It establishes clear standards, financial discipline, and role separation from the outset.

The objective of this framework is to ensure consistent quality, operational reliability, and a fully turnkey experience aligned with the expectations of American high-net-worth and premium travelers.
This positioning reflects the expectations of a mature, liability-conscious U.S. market that prioritizes trust, clarity, and execution precision.


2. Agency Selection Criteria

Travel agencies are evaluated and selected based on four core criteria.
Each criterion functions as a non-negotiable entry requirement rather than a guideline.

Itinerary Quality
Itineraries must be professionally structured, detail-driven, and designed for a luxury, all-inclusive travel experience suitable for the U.S. premium market.
The focus is placed on coherence, pacing, experiential depth, and execution realism. Fragmented or loosely structured itineraries are not considered.

Marketing Material Alignment
Agencies must demonstrate the ability to support itineraries with high-quality marketing materials consistent with premium positioning.
This includes clarity of messaging, visual coherence, and alignment with a luxury audience accustomed to high production standards.

Operational Capability
Agencies must show proven organizational capacity to execute itineraries flawlessly, including logistics, supplier coordination, and on-ground execution.
Operational readiness is evaluated from a risk-mitigation perspective, ensuring reliability under real market conditions.

Group Capacity
Agencies must specify how many groups of 12 tourists per itinerary they are able to handle on a monthly basis.
This information is used for realistic demand planning and avoids overcommitment that could compromise service quality.


3. Initial Submission Phase

As a first step, the travel agency submits the following materials.
This submission represents a formal request for consideration, not a preliminary inquiry.

Three complete itineraries
– One 7-day itinerary
– One 10–12-day itinerary
– One 14-day itinerary
Each itinerary must be execution-ready and not conceptual in nature. Pricing logic, structure, and flow must already be finalized.

Marketing material description
A written description of the marketing materials that will accompany each itinerary is required.
This ensures that branding and messaging can be integrated consistently at a later stage.

Monthly group capacity statement
A clear statement of monthly group capacity per itinerary is required, based on groups of 12 travelers.
This information supports scalable planning without operational strain.


4. Review and Evaluation Phase

The Wise Eagles LLC conducts an internal review of all submitted materials.
The review is performed from a U.S. premium traveler perspective rather than a local market viewpoint.

Evaluation focuses on execution feasibility, consistency, and alignment with luxury service expectations.
Only agencies meeting all qualitative and structural requirements proceed further.

If standards are met, the agency is formally informed of successful pre-approval.
This notification confirms eligibility to move into the compliance and contracting phase.


5. Compliance Documentation Phase

Following approval, the selected agency is required to submit the following documents.
These documents establish legal, financial, and operational legitimacy.

Business registration
Official proof of company registration is required.
This confirms the agency’s legal standing within its operating jurisdiction.

Travel agency license
A valid and current license must be provided.
Expired or provisional licenses are not accepted.

Insurance documentation
Proof of appropriate insurance coverage is mandatory.
This protects both parties from operational and liability exposure.


6. Contract Preparation and Financial Structure

Upon verification of all documentation, a formal cooperation agreement is prepared by The Wise Eagles LLC.
The contract reflects a standardized operating and financial framework.

The agreement is sent to the travel agency for signature.
Once signed and returned, the agreement is countersigned by The Wise Eagles LLC.

An invoice is then issued for the first retainer, which is paid upfront.
Each subsequent retainer is invoiced and settled at the end of the respective month, ensuring predictable cash flow and accountability.


7. Activation Phase

After receipt of the upfront payment for the first itinerary, the cooperation becomes operational.
At this stage, the agency transitions from onboarding into execution mode.

The agency delivers finalized marketing materials and all supporting operational documentation.

PART II White Label Distribution and Tourist Acquisition Model

8. White Label Operating Structure

The Wise Eagles LLC operates under a white label distribution model.
Under this structure, itineraries are marketed and sold exclusively under the Wise Eagles LLC brand.

All marketing materials display Wise Eagles LLC branding and contact information.
A formal disclosure clarifies that traveler data is transferred to destination partners for execution purposes.


9. Tourist Acquisition and Data Transfer

The Wise Eagles LLC manages traveler acquisition through curated U.S. distribution channels.
This includes inquiry handling, qualification, and initial communication.

Once a complete group of 12 travelers is confirmed, all collected traveler data is transferred to the destination travel agency.
This transfer represents the operational handover point.


10. Agency Execution Responsibilities

Following data transfer, the travel agency assumes full responsibility for execution.
This includes communication, logistics, and on-ground coordination.

The agency manages payment processing directly with travelers through its own banking infrastructure.
Travelers receive a fully all-inclusive luxury experience and only a finalized agenda.


11. Financial Settlement and Commission Structure

Upon traveler payment completion, the travel agency remits agreed percent commission to The Wise Eagles LLC.
The commission is calculated on the total amount paid by travelers.

This structure compensates for U.S. market access, branding, distribution, and traveler acquisition.
It also aligns incentives between demand generation and execution quality.


12. Operating Principle
